the fiction

in october 1923, an open outbreak of the power struggle between leon trotsky and joseph stalin over the future leadership role in the soviet union occurs. trotsky attacks both the party leadership and the central committee with the declaration of the 47, a secret manifesto addressed to the politburo of the communist party, which is nonetheless considered the founding document of the left opposition against the „troika“ around stalin, grigory zinoviev and lev kamenev. contrary to trotsky’s actual tactical nature not to expose himself as a member of the politburo to the accusation of organizing an illegal faction, and stalin’s steadily growing power, he signs as the 47th signature. the declaration is a direct reaction and support of his own, likewise confidential letter to the central committee from october 8, 1923, in which he sharply criticizes the ossification of the party. the 47 signatories include leading old bolsheviks, economists and military figures. two central developments form the occasion for the document: on the one hand the current economic crisis and the ossification of the bureaucracy alongside the loss of party democracy. the signatories demand targeted state economic planning, faster industrialization and measures for price regulation. moreover, free debates within the party are increasingly suppressed or branded as „factionalism“. the declaration urgently warns that the party is being paralyzed by an internal dictatorship of the apparatus.

the attacked functionaries around stalin launch a counteroffensive, refer to the ban on factions decided at the 10th party congress in 1921, and defame the declaration of the 47 along with trotsky’s advances as an attempt to split and an attack on the unity of the party. a passionate inner-party debate breaks out, to which the party apparatus, however, quickly opposes its instruments of power by isolating the oppositionists in the local branches and censoring their writings. the declaration of the 47 is also read by its opponents as the starting signal of organized resistance against stalin’s influence and as the basis of trotsky’s gradual power stripping as war commissar. but they have reckoned without trotsky. vladimir ilyich lenin suffers his first stroke in may 1922, foresees his imminent end, and forms an alliance behind the scenes at the end of the year with trotsky against the troika, but above all against stalin’s demeanor. lenin himself warns in his testament against the concentration of power in stalin’s hands and demands his removal as general secretary. after his death in january, this is read out to the central committee only in may 1924. as expected, zinoviev and kamenev defend their comrade, while simultaneously preventing the text from being published at the party congress and stalin’s immediate removal from being executed.

the majority decision of the body gives stalin the impression of having the party apparatus so firmly under control that his parliamentary or intra-party replacement is no longer possible, but trotsky makes lenin’s last will public and the contest is undecided once more. trotsky now no longer considers the georgian merely a theoretically insignificant, bureaucratic figure and „the most outstanding mediocrity of our party“, yet his rhetorical brilliance and role as organizer of the red army underestimate stalin’s position as general secretary held since april 1922. now trotsky goes all in, together with zinoviev, head of the powerful leningrad party organization and chairman of the communist international, the comintern, and kamenev, head of the moscow party organization and chairman of the politburo, who realize that stalin now wants to strip them of power themselves and join him, that is the decisive turn. yevgeni preobrazhensky, leading economist of the party, karl radek, outstanding propagandist and agitator, and georgy pyatakov, pioneering organizer of heavy industry whom lenin himself mentions in his testament, additionally force the decision. due to the testament now disseminated throughout the entire soviet union, joseph stalin is officially relieved of the post of general secretary of the rkp(b) and leon trotsky is installed. with a united „all-star team“ of the russian revolution behind him, the russian revolutionary, communist politician and marxist theorist changes the future political strategy and essential goals of the ussr.

the reality

stalin’s removal and trotsky’s takeover of the rkp(b) in 1924 radically alter the development of the soviet union, world communism and global geopolitics in the 20th century. the alliances alongside the ideological alignment with preobrazhensky, pyatakov, zinoviev and kamenev allow profound, historical consequences to be deduced. the arguably most fundamental ideological rupture concerns the changed theory of foreign policy and world revolution. stalin pursues the consolidation of socialism in the soviet union alone from 1924, in stark contrast to trotsky who is considered an advocate of permanent revolution. the doctrine of the social fascism theory does not exist: under stalin, social democracy is branded as the main enemy in the 1920s and 30s, with the result that an anti-fascist united front in the weimar republic is prevented. trotsky on the other hand, the constant warner against rising national socialism, instructs the comintern to adopt an early alliance strategy with social democracy, with the immediate effect of significantly complicating hitler’s rise from 1930 onwards. the economic policy debate of the 1920s takes a completely different course under the leadership of trotsky and his chief economist preobrazhensky. super-industrialization becomes part of the state plan; preobrazhensky already demands an accelerated industrialization through state planning and the transfer of resources from the agrarian sector into heavy industry as primitive socialist accumulation as early as 1923/24.

this now happens starting in 1924, instead of with stalin’s five-year plan from 1928. there is no violent forced collectivization and dekulakization. stalin enforces collectivization from 1929 onwards with extremely brutal force, which leads to millions of deaths, including the holodomor in ukraine. trotsky and the left opposition, while pleading for cooperative agriculture, rely on incentives and modernization, for example tractors, and gradual integration instead of mass liquidation of the peasant class. pyatakov as the organizer of heavy industry implements industrialization in a pragmatic-technocratic manner, instead of inevitably paralyzing the process with unrealistic quotas and show-trial terror against engineers. trotsky can act ruthlessly, as he is known to do from the civil war, but the left opposition stands for the restoration of inner-party democracy, and so the great terror of 1936–1938, stalin’s purging mania, to which almost the entire old guard of bolsheviks, generals and intellectuals fall victim, is not even set in motion in the first place. trotsky is absolutely no proponent of a cult of personality, as stalin will introduce; he possesses a considerable ego, yet the division of power initiated by him favors a collective leadership in the politburo with the positive effect that the party bureaucracy does not freeze into a paralyzed, corrupt apparatus. the ousted stalin is not executed for public display, but excluded from the central committee and banished to an insignificant administrative provincial post.

the leadership competence of the red army is preserved; stalin’s purge there in the late 1930s, in which marshal mikhail nikolayevich tukhachevsky and a large part of the officer corps are murdered, is omitted. as the founder of the red army, trotsky modernizes the military leadership and implements tukhachevsky’s theory of deep operations consistently and logically, resulting in a drastically improved military readiness of the ussr. the now more technocratic, ideologically more expansive and militarily more dynamic state does not rely on memorable excesses for which stalinism is known: no gulag system, no purge terror, no forced collectivization and no cult of personality. on the contrary – trotsky has learned a lot from his brilliant chess move of power sharing, and this capacity for strategic empathy and nuanced diplomacy now develops a completely new and extremely fascinating dynamic. while stalin largely replaces diplomacy with stubborn cadre obedience alongside template-like doctrinal guidelines, which mostly completely ignore the local context of the respective countries, trotsky possesses a fine perception of the cultural and political nuances of western societies. instead of blindly subservient apparatchiks, he deploys diplomats and comintern representatives who are selected specifically for the sociogram of their specific host country. trotsky’s capacity for analytical empathy allows him not to ideologically demonize the fears of the bourgeois and social democratic elites in the west, but to repurpose them strategically-calculatively. his takeover makes clear that he has overcome his own greatest historical weakness – his original blindness to the power of the party apparatus and his own, often perceived as arrogant, detachment. trotsky’s natural understanding of structural factors and historical phenomena expands purposefully, and thus he transforms from a brilliant theorist into a consummate realpolitiker and subtle ruler over the manifold nuances of power, the apparatus logic of the secret services and also the politburo dynamics beyond his leadership persona.

Die Fiktion

Im Oktober 1923 kommt es zum offenen Ausbruch des Machtkampfes zwischen Leon Trotzki und Joseph Stalin um die zukünftige Führungsrolle in der Sowjetunion. Trotzki greift sowohl die Parteiführung als auch das Zentralkomitee mit der Erklärung der 47 an, einem geheimen Manifest gerichtet an das Politbüro der Kommunistischen Partei, das gleichwohl als Gründungsdokument der Linken Opposition gegen die „Troika“ um Stalin, Grigori Sinowjew und Lew Kamenew gilt. Entgegen Trotzkis eigentlicher, taktischer Natur, sich als Mitglied des Politbüros nicht dem Vorwurf aussetzen zu lassen, eine illegale Fraktion zu organisieren, und Stalins stetig anwachsender Macht zeichnet er mit der 47. Unterschrift – die Erklärung ist unmittelbare Reaktion und Unterstützung seines eigenen, ebenfalls vertraulichen Briefes an das Zentralkomitee vom 8. Oktober 1923, in dem er die Erstarrung der Partei scharf kritisiert. Zu den 47 Unterzeichnern gehören führende Altbolschewiki, Ökonomen und Militärs. Zwei zentrale Entwicklungen bilden den Anlass der Schrift: zum einen die aktuelle Wirtschaftskrise und das Erstarren der Bürokratie samt dem Verlust der Parteidemokratie. Die Unterzeichner fordern gezielte staatliche Wirtschaftsplanung, schnellere Industrialisierung und Maßnahmen zur Preisregulierung. Zudem werden freie Debatten innerhalb der Partei zunehmend unterdrückt oder als „Fraktionsmacherei“ gebrandmarkt. Die Erklärung warnt eindringlich davor, dass die Partei von einer inneren Diktatur des Apparats gelähmt werde.

Die angegriffenen Funktionäre um Stalin starten eine Gegenoffensive, beziehen sich auf das auf dem X. Parteitag 1921 beschlossene Fraktionsverbot und diffamieren die Erklärung der 47 mitsamt Trotzkis Vorstößen als Spaltungsversuch und Angriff auf die Einheit der Partei. Eine leidenschaftliche innerparteiliche Debatte entbrennt, der der Parteiapparat jedoch rasch seine Machtmittel entgegensetzt, indem er die Oppositionellen in den Ortsgruppen isoliert und deren Schriften zensiert. Die Erklärung der 47 wird auch von ihren Gegnern als Startschuss organisierten Widerstandes gegen Stalins Einflussnahme und als Grundlage Trotzkis schrittweiser Entmachtung als Kriegskommissar gelesen, aber sie haben die Rechnung ohne Trotzki gemacht. Wladimir Iljitsch Lenin erleidet im Mai 1922 seinen ersten Schlaganfall, sieht sein baldiges Ende und bildet Ende des Jahres hinter den Kulissen ein Bündnis mit Trotzki gegen die Troika, vor allem aber gegen Stalins Auftreten. Lenin selbst warnt in seinem Testament vor der Machtkonzentration in Stalins Händen und fordert dessen Absetzung als Generalsekretär. Nach dessen Tod im Januar wird dieses erst im Mai 1924 dem Zentralkomitee vorgelesen. Wie zu erwarten, verteidigen Sinowjew und Kamenew ihren Genossen, verhindern gleichzeitig, dass der Text auf dem Parteitag veröffentlicht und Stalins umgehende Absetzung vollzogen wird.

Die mehrheitliche Gremiumsentscheidung vermittelt Stalin den Eindruck, den Parteiapparat so fest im Griff zu haben, dass seine parlamentarische oder parteiinterne Ablösung nicht mehr möglich sei, aber Trotzki macht Lenins letzten Willen öffentlich und der Wettstreit ist wieder unentschieden. Trotzki hält den Georgier nun nicht mehr nur für eine theoretisch unbedeutende, bürokratische Figur und „herausragendste Mittelmäßigkeit unserer Partei“, aber seine rhetorische Brillanz und die Rolle als Organisator der Roten Armee unterschätzt Stalins seit April 1922 eingenommene Position als Generalsekretär. Nun geht Trotzki aufs Ganze – gemeinsam mit Sinowjew, Kopf der mächtigen Leningrader Parteiorganisation und Vorsitzender der Kommunistischen Internationale, der Komintern, und Kamenew, Chef der Moskauer Parteiorganisation und Vorsitzender des Politbüros, die erkennen, dass Stalin sie nun selbst entmachten will, und sich ihm anschließen – das ist die entscheidende Wendung. Jewgeni Preobraschenski, führender Ökonom der Partei, Karl Radek, herausragender Propagandist und Agitator, und Georgi Pjatakow, wegweisender Organisator der Schwerindustrie, den Lenin selbst in seinem Testament erwähnt, erzwingen zusätzlich die Entscheidung. Aufgrund des mittlerweile in der gesamten Sowjetunion verbreiteten Testaments wird Josef Stalin offiziell vom Posten des Generalsekretärs der RKP(b) enthoben und Leon Trotzki eingesetzt. Mit einem vereinten „All-Star-Team“ der Russischen Revolution hinter sich verändert der russische Revolutionär, kommunistische Politiker und marxistische Theoretiker die zukünftige politische Strategie und essentielle Ziele der UdSSR.

Die Realität

Stalins Absetzung und Trotzkis Machtübernahme der RKP(b) im Jahr 1924 verändern die Entwicklung der Sowjetunion, des Weltkommunismus und der globalen Geopolitik im 20. Jahrhundert radikal. Die Bündnisse samt ideologischer Ausrichtung mit Preobraschenski, Pjatakow, Sinowjew und Kamenew lassen tiefgreifende, historische Konsequenzen ableiten. Der wohl fundamentalste ideologische Bruch betrifft die geänderte Außen- und Weltrevolutionstheorie. Stalin verfolgt ab 1924 die Konsolidierung des Sozialismus in der Sowjetunion allein, in starkem Kontrast zu Trotzki, der als Verfechter der Permanenten Revolution gilt. Die Doktrin der Sozialfaschismus-Theorie existiert nicht: Unter Stalin wird die Sozialdemokratie in den 1920er und 30er Jahren als Hauptfeind gebrandmarkt, mit der Folge, dass in der Weimarer Republik eine antifaschistische Einheitsfront verhindert wird. Trotzki hingegen, der stete Warner vor dem aufkeimenden Nationalsozialismus, lässt die Komintern eine frühzeitige Bündnisstrategie mit der Sozialdemokratie anweisen, mit dem umgehenden Effekt, Hitlers Aufstieg ab 1930 entscheidend zu erschweren. Die wirtschaftspolitische Debatte der 1920er Jahre schlägt unter der Führung Trotzkis und seines Chefökonomen Preobraschenski einen völlig anderen Kurs ein. Die Super-Industrialisierung wird Teil des Staatsplans; Preobraschenski fordert bereits 1923/24 eine beschleunigte Industrialisierung durch staatliche Planung und den Schöpfungstransfer von Mitteln aus dem Agrarsektor in die Schwerindustrie als ursprüngliche sozialistische Akkumulation.

Dies geschieht nun schon ab 1924, statt mit Stalins Fünfjahresplan ab 1928. Es existiert keine gewaltsame Zwangskollektivierung und Entkulakisierung. Stalin setzt die Kollektivierung ab 1929 mit extrem roher Gewalt durch, was zu Millionen Toten, unter anderem dem Holodomor in der Ukraine, führt. Trotzki und die Linke Opposition plädieren zwar für genossenschaftliche Landwirtschaft, setzen jedoch auf Anreize und Modernisierung, zum Beispiel Traktoren, und schrittweise Integration statt massenhafter Liquidierung der Bauernklasse. Pjatakow als Organisator der Schwerindustrie setzt die Industrialisierung pragmatisch-technokratisch um, anstatt mit unrealistischen Quoten und Schauprozess-Terror gegen Ingenieure den Prozess zwangsläufig zu lähmen. Trotzki kann hart durchgreifen, so kennt man ihn aus dem Bürgerkrieg, aber die Linke Opposition steht für die Wiederherstellung innerparteilicher Demokratie, und so wird der Große Terror von 1936–1938, Stalins Säuberungswahn, dem fast die gesamte alte Garde der Bolschewiki, Generäle und Intellektuelle zum Opfer fallen, gar nicht erst in Gang gesetzt. Trotzki ist absolut kein Befürworter eines Personenkultes, wie ihn Stalin einführen wird; er besitzt zwar ein beträchtliches Ego, doch die von ihm eingeleitete Machtverteilung begünstigt eine Kollegialführung im Politbüro mit dem positiven Effekt, dass die Parteibürokratie nicht zu einem gelähmten, korrupten Apparat erstarrt. Der entmachtete Stalin wird nicht öffentlichkeitswirksam exekutiert, sondern aus dem Zentralkomitee ausgeschlossen und auf einen unbedeutenden administrativen Provinzposten verbannt.

Die Führungskompetenz der Roten Armee bleibt erhalten; Stalins dortige Säuberung Ende der 1930er Jahre, bei der Marschall Michail Nikolajewitsch Tuchatschewski und ein Großteil des Offizierskorps ermordet werden, entfällt. Als Gründer der Roten Armee modernisiert Trotzki die militärische Führung und setzt Tuchatschewskis Theorie der Tiefen Operation konsequent und folgerichtig um, mit der Folge einer drastisch verbesserten militärischen Abwehrbereitschaft der UdSSR. Der nunmehr technokratischere, ideologisch expansivere und militärisch dynamischere Staat setzt nicht auf einprägsame Exzesse, für die der Stalinismus bekannt ist: kein Gulag-System, kein Säuberungsterror, keine Zwangskollektivierung und kein Personenkult. Im Gegenteil – Trotzki hat aus seinem genialen Schachzug der Machtverteilung viel gelernt, und diese Fähigkeit zur strategischen Empathie und differenzierten Diplomatie entwickelt nun eine völlig neue und äußerst faszinierende Dynamik. Während Stalin Diplomatie weitgehend durch sture Kader-Gehorsamkeit neben schablonenhaften Doktrinvorgaben ersetzt, die zumeist total den lokalen Kontext der jeweiligen Länder ignorieren, besitzt Trotzki eine feine Wahrnehmung für die kulturellen und politischen Nuancen westlicher Gesellschaften. Statt tumb ergebener Apparatschiks setzt er Diplomaten und Komintern-Vertreter ein, die spezifisch für das Soziogramm ihres spezifischen Gastlandes ausgewählt werden. Seine Fähigkeit zur analytischen Empathie erlaubt es ihm, die Ängste der bürgerlichen und sozialdemokratischen Eliten im Westen nicht ideologisch zu verteufeln, sondern diese strategisch-kalkulativ umzunutzen. Trotzkis Machtübernahme verdeutlicht, dass er seine eigene größte historische Schwäche überwunden hat – seine ursprüngliche Blindheit für die Macht des Parteiapparats und seine eigene, oft als arrogant wahrgenommene Distanz. Trotzkis natürliches Verständnis für strukturelle Faktoren und historische Phänomene erweitert sich zielführend, und so transformiert er sich vom brillanten Theoretiker zum vollendeten Realpolitiker und feinsinnigen Herrscher über die vielfältigen Zwischentöne der Macht, der Apparatlogik der Geheimdienste und ebenfalls der Politbüro-Dynamik jenseits seiner Führungsperson.
