the fiction

the adopted 11th shogun tokugawa ienari rules outwardly rather facelessly in a time of corruption and political stagnation. on the occasion of his fiftieth anniversary in office in 1837, he passes this on to his son ieyoshi and masterfully and unnoticed completes a plan cleverly initiated over decades. ienari is the center of a well-conducted information network that allows him in detail to observe the piecemeal occupation of asia by the british in asia. in 1808, the frigate hms phaeton enters the harbor of nagasaki disguised under the dutch flag to capture merchant ships there. since it finds none there, however, the crew extorts the surrender of provisions and water under gunpoint and then sails away again. the japanese are warned anyway about the militarily open aggressiveness and shamelessness with which the british through the east india company massively smuggle opium into china and thus make millions of people addicted, only to offset their trade deficit – the formerly overwhelmingly powerful chinese empire is finally brought to its knees quickly and precisely in 1839 by the opium wars and the country is forcibly opened.

during the napoleonic wars, their fleet uses the weakness of both portugal and the netherlands to take over macau in 1808, disguised as a protective measure of a nominal ally against a feared french seizure; java follows in 1811, part of the dutch east indies. ienari recognizes that the british empire is expanding systematically and unstoppably in the indo-pacific region and will thus not stop before japan, which has been isolated for centuries. the dutch stationed on the offshore island of dejima are henceforth to be assessed not as protectors, but as wards. japan, so the train of thought develops further, urgently needs the protection of the only european military power that can no longer successfully confront great britain on the high seas, but nevertheless possesses the urgently needed expertise – france.

a strictly secret technology transfer is initiated, and while the world continues to believe japan lies in the centuries-old, ongoing deep sleep of the sakoku policy, french artillery and fortress engineers disguised as dutch scholars travel to edo and satsuma. at the same time, ienari gradually transfers the samurai caste from their pure administrative bureaucracy into a technocratic engineering and officer elite. the sword remains as their symbol, but the handling of western warfare, cartography and metallurgy now becomes the shaping basis of a new and stabilizing class honor. when ienari hands over his office to tokugawa ieyoshi in 1837, the 12th shogun does not have to risk uncertain experiments or reckon with the resistance of a court that is no longer xenophobic. weapon systems upgraded to the state of the art secure the japanese coasts, the communication routes to paris, now under the french king louis-philippe i, continue to run stably, as since the first contacts with napoleon i, and all participating officers are bilingual. japan’s transformation, carefully prepared in silence and over years, now reveals itself as a wise act crowning this generational change. in a reflection on french ideals under napoleon i and the code civil, ieyoshi opens the country and resigns his office as shogun – the meiji restoration initiated by the tokugawa begins.

the reality

east asia experiences a completely different 19th and 20th century in this timeline, as japan does not force its modernization hastily and reactively under the shock of the american black ships of 1853, but executes this over decades out of its own autonomy of action and well-planned. in this way, historical traumas and dynamics that in reality lead directly to its ultranationalist currents are omitted. america’s gunboat diplomacy of the year 1853 does not happen in the first place due to a well-structured, defense-ready coastal defense, and japan does not have to sign agreements perceived as dishonorable with extraterritoriality clauses and forced tariffs. the battle cry sonnō jōi („revere the emperor, expel the barbarians“) does not exist; the extremist-xenophobic terrorism of the late edo period by the clans of satsuma and chōshū finds no fertile ground. historical japanese ultranationalism draws from the defense narrative that one must rise to become a colonial power in order not to be colonized. with the loss of this victim role – since japan does not fall into the pincer of western imperial powers – the ideological legitimation for the later gekokujō (the unauthorized action of the army) and the militaristic chauvinism of the 1930s is lacking.

the transformation of the samurai into engineers and officers proceeds fluidly, without impoverishment of the caste and without the satsuma rebellion of 1877 by uprooted ex-warriors. the deep social rift resulting from this is likewise omitted. there is no russo-japanese war of 1904. korea is not understood as a „dagger at the heart of japan“, and so no annexation of the country occurs in 1910. japan does not develop into the aggressor of the eurasian continent; manchuria remains unattacked. the tsarist empire encounters in east asia a strong japan supported by france. instead of a warlike conflict, a stable division of spheres of influence takes place between france/japan and russia/great britain. the historical vacuum created by china’s decline and japan’s aggressive imperialism does not take place. japan acts as a technocratic mediator and geopolitical bulwark against the british empire. without japan’s invasion policy, the us oil embargo, pearl harbor in the aftermath and the pacific war (1941–1945) in general are omitted; the atomic bombs are not dropped on hiroshima and nagasaki.

instead of an imperial aggressor, the world looks at a far eastern industrial republic, in lieu of an expansionist military dictatorship, a stability-oriented, technocratic major power presents itself after the french model – the great britain of east asia as an alliance-maintaining, impregnable island power. moreover, the entire genesis of mao zedong and the chinese communist party (ccp) effectively collapses in on itself. mao is the direct product of a crisis-ridden china that is driven into communism through the failure first of the old empire, then the republic and finally through total humiliation and destruction by the japanese invaders. if the second sino-japanese war of 1937 is omitted, the ccp dies a quiet, provincial death. after the long march of 1935, the party stands shortly before total destruction by the kuomintang (kmt) under chiang kai-shek, is isolated in the caves of yan’an and militarily nearly meaningless. the japanese invasion of 1937 forces chiang to abort the war against the communists in order to fight against the japanese. while his troops are ground down in bloody battles of attrition with the opposing army, mao cleverly uses this time to reorganize in the hinterland, mobilize peasants and perfect guerrilla tactics. in 1945, the exhausted and corrupt kmt faces a strengthened ccp.

without an expansively aggressive japan, chiang kai-shek leads his campaigns of annihilation against the communists undisturbed to the bitter end. mao remains as a militarily ground-down, regional marginal figure who at best is allowed to spend his exile in moscow. the modernization of china now proceeds slowly, but orderly. the deep-seated national trauma of the hundred years of humiliation drops away in its extreme version. now, there is no mass breeding ground in china for mao’s peasant communism. without mao there is no great leap forward, no cultural revolution, no korean war and no vietnam war in the formulation known to us. east asia is not the scene of bloody proxy slaughters of the cold war here, but develops into a stable, trade-oriented space in which technocratic-french japan and a nationalist-bourgeois china coexist as geopolitical heavyweights. without the russo-japanese war, however, there is also no mahatma gandhi. the inglorious defeat of the major european power russia against asian japan in the naval battle of tsushima in 1905 represents the first functional proof that the colonized, hitherto helpless world can overcome european and white superiority. gandhi explicitly formulates that this japanese victory serves for him and the indian independence movement as the initial spark capable of breaking the belief in the invincibility of the british empire.

Die Fiktion

Der adoptierte 11. Shogun Tokugawa Ienari regiert vordergründig eher gesichtslos in einer Zeit der Korruption und politischer Stagnation. Anlässlich seines fünfzigsten Jubiläums im Amt 1837 gibt er dieses an seinen Sohn Ieyoshi weiter und vollendet meisterlich und unbemerkt einen über Jahrzehnte geschickt eingefädelten Plan. Ienari ist Zentrum eines wohlgeführten Informationsnetzes, das ihm detailliert erlaubt, die stückweise Besetzung Asiens durch die Briten in Asien zu beobachten. 1808 läuft die Fregatte HMS Phaeton unter holländischer Flagge getarnt in den Hafen von Nagasaki ein, um dort Handelsschiffe zu kapern. Da sie dort allerdings keine vorfindet, erpresst die Besatzung unter Waffengewalt die Herausgabe von Proviant und Wasser und segelt sodann wieder ab. Die Japaner sind ohnehin gewarnt ob der militärisch offenen Aggressivität und der Schamlosigkeit, mit der die Briten durch die East India Company massiv Opium nach China schmuggeln und damit Millionen Menschen süchtig machen, nur um ihr Handelsdefizit auszugleichen – das ehemals übermächtig geltende chinesische Kaiserreich wird 1839 schließlich durch die Opiumkriege rasch und präzise in die Knie gezwungen und das Land gewaltsam geöffnet.

Während der Napoleonischen Kriege nutzt deren Flotte die Schwäche sowohl Portugals als auch der Niederlande, um Macau, getarnt als Schutzmaßnahme eines nominellen Verbündeten gegen einen befürchteten französischen Zugriff, 1808 zu übernehmen; 1811 folgt Java, Teilgebiet von Niederländisch-Ostindien. Ienari erkennt, dass das britische Empire sich systematisch und unaufhaltsam im indopazifischen Raum ausbreitet und so auch nicht vor dem seit Jahrhunderten isolierten Japan haltmachen wird. Die auf der vorgelagerten Insel Dejima stationierten Holländer sind nunmehr nicht als Beschützer, sondern als Schutzbefohlene einzuschätzen. Japan, so entwickelt sich der Gedankengang weiter, benötigt dringend die Protektion der einzigen europäischen Militärmacht, die Großbritannien auf den Weltmeeren zwar nicht mehr erfolgreich entgegentreten kann, aber dennoch über das dringend benötigte Fachwissen verfügt – Frankreich.

Ein streng geheimer Technologietransfer wird angebändelt, und während die Welt weiterhin glaubt, Japan liege im jahrhundertealten, weiterhin anhaltenden Tiefschlaf der Sakoku-Politik, reisen als holländische Gelehrte getarnte französische Artillerie- und Festungsingenieure nach Edo und Satsuma. Zugleich überführt Ienari die Samurai-Kaste schrittweise aus deren reiner Verwaltungsbürokratie in eine technokratische Ingenieurs- und Offizierselite. Das Schwert verbleibt als deren Symbol, aber der Umgang mit westlicher Kriegsführung, Kartografie und Metallurgie wird nun prägende Basis einer neuen und stabilisierenden Standesehre. Als Ienari 1837 Tokugawa Ieyoshi sein Amt übergibt, muss der 12. Shogun keine unsicheren Experimente wagen oder mit dem Widerstand eines nun nicht mehr fremdenfeindlichen Kaiserhofes rechnen. Auf modernstem Stand aufgerüstete Waffensysteme sichern die japanischen Küsten, die Kommunikationswege nach Paris, nun unter dem französischen König Louis-Philippe I., verlaufen, wie seit den ersten Kontaktaufnahmen zu Napoleon I., weiterhin stabil, und alle beteiligten Offiziere sind bilingual. Japans behutsam in der Stille und über Jahre vorbereitete Wandlung offenbart sich nun als eine diesen Generationswechsel krönende, weise Handlung. In einer Reflexion auf französische Ideale unter Napoleon I. und dem Code Civil öffnet Ieyoshi das Land und legt sein Amt als Shogun nieder – die vom Tokugawa eingeleitete Meiji-Restauration beginnt.

Die Realität

Ostasien erlebt in dieser Weltlinie ein vollständig anderes 19. und 20. Jahrhundert, da Japan seine Modernisierung nicht unter dem Schock der amerikanischen Black Ships von 1853 überhastet und reaktiv erzwingt, sondern dies über Jahrzehnte hinweg aus eigener Handlungsautonomie heraus und wohlgeplant ausführt. Solcherart entfallen historische Traumata und Dynamiken, die real direkt zu dessen ultranationalistischen Strömungen führen. Amerikas Kanonenbootpolitik des Jahres 1853 findet aufgrund einer wohlstrukturierten, abwehrbereiten Küstenverteidigung gar nicht erst statt, und Japan muss keine als unehrenhaft wahrgenommenen Verträge mit Exterritorialitätsklauseln und erzwungenen Zolltarifen unterzeichnen. Der Schlachtruf Sonnō Jōi („Achtet den Kaiser, vertreibt die Barbaren“) existiert nicht; der extremistisch-fremdenfeindliche Terrorismus der späten Edo-Zeit durch die Klans von Satsuma und Chōshū findet keinen fruchtbaren Boden. Der historische japanische Ultranationalismus speist sich aus der Verteidigungsnarration, man müsse sich zur Kolonialmacht aufschwingen, um nicht kolonialisiert zu werden. Mit dem Verlust dieser Opferrolle – da Japan nicht in die Zange westlicher Imperialmächte gerät – fehlt die ideologische Legitimation für das spätere Gekokujō (die Eigenmächtigkeit der Armee) und den militaristischen Chauvinismus der 1930er Jahre.

Die Transformation der Samurai in Ingenieure und Offiziere verläuft fließend, ohne Verarmung der Kaste und ohne den Satsuma-Aufstand von 1877 durch entwurzelte Ex-Krieger. Der dadurch entstehende tiefe gesellschaftliche Riss entfällt gleichfalls. Es gibt keinen Russisch-Japanischen Krieg von 1904. Korea wird nicht als „Dolch auf das Herz Japans“ verstanden, und so erfolgt 1910 keine Annexion des Landes. Japan entwickelt sich nicht zum Aggressor des eurasischen Kontinents; die Mandschurei bleibt unangegriffen. Das Zarenreich trifft in Ostasien auf ein starkes, von Frankreich unterstütztes Japan. Anstatt einer kriegerischen Auseinandersetzung erfolgt eine stabile Aufteilung der Einflusssphären zwischen Frankreich/Japan und Russland/Großbritannien. Das durch Chinas Niedergang und Japans aggressiven Imperialismus entstehende historische Vakuum findet nicht statt. Japan agiert als technokratischer Vermittler und geopolitisches Bollwerk gegen das Britische Empire. Ohne Japans Invasionspolitik entfallen das US-amerikanische Ölembargo, Pearl Harbor in der Folge und der Pazifikkrieg 1941–1945 im Allgemeinen; die Atombomben werden nicht auf Hiroshima und Nagasaki abgeworfen.

Statt auf einen imperialen Aggressor blickt die Welt auf eine fernöstliche Industrierepublik, anstelle einer expansionistischen Militärdiktatur präsentiert sich eine stabilitätsorientierte, technokratische Großmacht nach französischem Vorbild – das Großbritannien Ostasiens als bündnispflegende, uneinnehmbare Inselmacht. Darüber hinaus bricht die gesamte Genese Mao Zedongs und der Kommunistischen Partei Chinas (KPCh) faktisch in sich zusammen. Mao ist das direkte Produkt eines krisengeschüttelten Chinas, das durch das Scheitern zunächst des alten Kaiserreichs, dann der Republik und schließlich durch die totale Demütigung und Zerstörung durch die japanischen Invasoren in den Kommunismus getrieben wird. Entfällt der Zweite Japanisch-Chinesische Krieg von 1937, stirbt die KPCh einen leisen, provinziellen Tod. Nach dem Langen Marsch von 1935 steht die Partei kurz vor der völligen Vernichtung durch die Kuomintang (KMT) unter Chiang Kai-shek, ist in den Höhlen von Yan’an isoliert und militärisch annähernd bedeutungslos. Die japanische Invasion von 1937 zwingt Chiang, den Krieg gegen die Kommunisten abzubrechen, um gegen die Japaner zu kämpfen. Während seine Truppen in blutigen Materialschlachten mit der gegnerischen Armee aufgerieben werden, nutzt Mao klug diese Zeit, um sich im Hinterland neu zu organisieren, Bauern zu mobilisieren und Guerilla-Taktiken zu perfektionieren. 1945 steht die erschöpfte und korrupte KMT einer gestärkten KPCh gegenüber.
